feat: disable signin/signup using OpenID, registration and create org & require signin to view any page

DISABLE_REGISTRATION: Disable registration, after which only admin can create accounts for users.
REQUIRE_SIGNIN_VIEW: Enable this to force users to log in to view any page or to use API.
DEFAULT_ALLOW_CREATE_ORGANIZATION: Allow new users to create organizations by default.
ENABLE_OPENID_SIGNIN: Allow authentication in via OpenID.
ENABLE_OPENID_SIGNUP: Allow registering via OpenID.
