Make Python 3.9 default && Dockerfile improvements

I've done two main things in this PR:

Upgrade Python version to 3.9, using an ppa (the other way to achieve this would have been compiling from source)
Dockerfile has been improved: unnecessary/dev packages have been removed, ENV variables have been declared, I've changed ADD statements with COPY ones (best practices) and the Dockerfile statements have been ordered in a way that accelerate local development, reducing steps and ordering layers that would not change so often
