[Feature Request] Add bug tracking system (P1401) #173

It would be cool if the bot could add bug tracking system (P1401) to entries as well, It's exposed in the api if its enable or not as "has_issues": true (example with [https://api.github.com/repos/SkizNet/mediawiki-WikiMirror enabled], [https://api.github.com/repos/Wikimedia/mediawiki disabled]), The issues url is always $projecturl/issues if its enabled.
