Fix tag precedence #44

Some packages publishes wheels for wheels for two manylinux versions. This change make monotrail prefer manylinux versions roughly in the order that pip does (i.e. good enough for all packages that i currently tested). afaik this order isn't specified or documented anywhere, but it makes sense and pip compatibility easier.
