Re-exporting `RequirementsTxt` as public #51

Hi! I've re-exported RequirementsTxt in my fork of poc-monotrail for https://github.com/mitsuhiko/rye/pull/265 to play with the requirement file parser.

I'll throw up a PR, but feel free to close it out if you're not interested.
