catalog needs an uninstall mechanism #80

users want to remove apps from their services list but are stuck with their catalog installed tiles forever

this can be just the removal of the database item while leaving the gitops content in their registry. alternatively, depending on level of effort, it might be nice to remove the item via pull request. needs a quick engineering spike to see what can be done.

this has been implemented with the 2.3.8 release
