feat: introduce environments and pull in civo-gitlab stack

this pr pulls in most changes where branch civo-gitlab-workload-clusters has deviated from main EXCEPT for the changes relevant to cloudflare origin certificates, their secrets, annotations, and their terraform adjustments. i have also NOT pulled in the changes for external-dns subdomain which can be covered in a subsequent pr if appropriate to be on main.
