What is the issue?

We should document how users can use Vault to manage secrets used in GitHub or GitLab.

Add the secret to Vault.
Add a github_actions_secret resources in the terraform/github-repos/repos.tf file.

To update the secrets on GH, run an empty change on the Terraform plan to generate a new plan.
