Prep the build for snapcraft.io build service.

• Move snapcraft.yaml to the project root
• Use the new "version: git" feature that picks the snap version from git tags.

NOTE: It looks like that tags 5 to 9 are lightweight tags, and we need annotated for this to work. From this point forward, use annotated tags!
