Self-registration via OAuth #18

Self-registration should be allowed despite the fact that it's disabled in the settings if the registration comes from an authentication source.

This feature would be welcome, currently auto-activation also allows users to register themselves on Redmine which is really not desirable when OAuth is implemented. This could be a settings in the plugin configuration.
