Create feature parity between `/get_incident_solutions_for_file` and `/get_incident_solution` endpoints #175

Lots of the new features (demo mode, auto-retrying models, etc...) only exist on the /get_incident_solutions_for_file endpoint. We might need to do a slight refactor to get it working for /get_incident_solution
