Use ubi9 for DOTNET external provider images

Current Behavior

Currently the dotnet external provider is using ubi8 runner images, while the rest of providers is on ubi9, it would be ideal to maintain consistency in all providers

Expected Behavior

Use ubi9 images for this external provider

I don't see any dotnet-80 images for ubi9 here -- https://catalog.redhat.com/search?gs&q=dotnet-80 . Moving this to next milestone.

@djzager Yes unfortunately , this one is tied to dotnet team releasing the SDK image in ubi9 at some point I imagine
