Update releases CI to 0.6

Workflows around https://github.com/konveyor/go-konveyor-tests/blob/main/.github/workflows/releases-tier0.yml should shift released versions to add release-0.6 and drop currently oldest release-0.3 (not sure about keeping 0.4). This could also affect jenkins jobs.

Proposed upstream CI old releases testing

There are following branches that are used to created builds

• main - latest images builds, tested by nightly CI
• release-X - newest release branches, the release itself might not be out yet, but it started to be different to main branch, so it needs to be tested in releases CI
• release-{X-1} current or just previous release, needs to be tested in releases CI
• release-{X-2} previous release, should be tested in releases CI (thinking if this could be not covered by nightly CI too)
• release-{version < X-2} from not be covered by releases CI workflows

Thanks @aufi for creating this issue. Regarding TIER3 run, I think we should test only main branch, so we won't have to update the jenkinsfile for each release branch. Anyway TIER3 doesn't include sanity tests now (analysis cases)
