[epic] All Task Runner and Agent Work #380

This is an epic issue, that is meant to track the work breakdown of the agents/task runners that will be needed for milestone 1

Once all of the above issues are completed, milestone 1 should be demoable for the integration of the agents and working through examples. @fabianvf @pranavgaikwad @JonahSussman Let me know if you disagree or if there are other issues that we need to capture.
