JIRA exporters and Thanos for the Pelorus deployment #92

Changes pelorus deployment to be:

  1. Adds two exporters to cover standard and custom JIRA use cases
  2. Adds Thanos and Prometheus storage placeholders
  3. Removes unnecessary parts of the configs
