Create "Enforced minimum dependency versions" rule(s) #116

Based on this description of the Spring migration guide from 4.0 to 4.1, create the required rule(s) to enforce said requirements.

In the rule description and message, try to be as verbose and clear as possible. Code examples are always welcome and useful. Feel free to use markdown syntax for these.
