Partial analysis report sent when analyzer reports errors.

When the analyzer output reports contains rule errors, the addon surfaces as an error in the builder stream (while converting the analyzer report into a hub Analysis resource). As a result, the dependencies (part) is never sent which results in an error on the hub endpoint.

The user-facing affect is: The partial analysis is saved without dependencies and a total effort of 0.
