Didn't rearrange plugin.info to appear below "global" section.

I submitted the change. Then you updated index to 0.0.9 . Now my submitted changes are out of synch (older than your change). Because it's an HTML file, not tiddlers, it would be very hard to reconcile by hand. Better to close the PR and start over.
