Table borders not rendered correctly #163

1. Download "http://de.selfhtml.org/html/tabellen/anzeige/colgroup_col.htm" and 
save to file
2. Compile 'FrameDemW.dpr' with Delphi XE2
3. Open the file

The borders of the table are missing. This doesn't happen with the precompiled 
FrameDemo, so maybe there's a Unicode/Non-Unicode problem burried somewhere 
here?

Thanks for spotting this issue.

It is not related to XE2. 
The error was introduced by r277, while precompiled FrameDemo is of r254.

r300 fixes it.
