Implement 'border-radius' properties

The CSS properties for defining the border radii[1] are currently not 
recognized. These properties are:

border-top-left-radius
border-top-right-radius
border-bottom-right-radius
border-bottom-left-radius
border-radius

Which steps will reproduce the problem?
Open the test case.

What is the expected output? What do you see instead?
The corners of the <div>s should be rounded as shown in the attached screenshot.

This issue may be split into several parts if it's easier to implement. E.g. 
one for uniform radii, one for different radii and one for displaying the 
borders correctly.

Which version of the product are you using? Which compiler version are you 
using? On which operating system?
r430, Delphi XE, Windows 7
