Value for 'background-position' and 'background-repeat' are not recognized in 'background' shorthand

Which steps will reproduce the problem?
Open the attached test case.

What is the expected output? What do you see instead?
The background image should not be repeated and have an offset of 40px from the 
left and 20px from the top.
Note that they *are* recognized when defined in their longhand version.

Which version of the product are you using? Which compiler version are you
using? On which operating system?
r430, Delphi XE, Windows 7

Obviously r431 is the fix for this.
