Border of <hr>s always visible #285

Which steps will reproduce the problem?
Open the attached test case.

What is the expected output? What do you see instead?
The <hr> is surrounded by a lowered bevel, though there shouldn't be any border.

Which version of the product are you using? Which compiler version are you
using? On which operating system?
r431, Delphi XE, Windows 7

I have made a fix for this at:

It's in my HtmlViewer11 branch.
