Datasets w/o spatial data should be served as Tables in /FeatureServer responses #22

Currently if you requests a dataset w/o any spatial data (http://koop.dc.esri.com/socrata/worldbank_finances/efin-cagm/FeatureServer/0) the data are served as Tables. However in the FeatureServer/ info request the data appear as "layers" not "tables" (http://koop.dc.esri.com/socrata/worldbank_finances/efin-cagm/FeatureServer).

The layer should be in the tables array. This is a change the lib/FeatureServices.js code
