Add alias information to field descriptors #122

So that alias information is included in the Koop response, 1) Permit an "alias" element in the field object defined in the "fields" element of the layers in the Service Descriptor. 2) When defined, add the "alias" element to the Field Descriptor that is included in the response to the Koop connector.
