Prototype of using npm pack to build an application zip #211

I think this is what the UX should be for users that want a no-code/low-config approach for standing up a Koop server. If this looks good (I recommend trying it out locally), I will modify this PR to update the README to instruct users to either use this approach, or follow the Koop docs for creating their own custom Koop server.

Closing, need to verify first that "npm publish" to a local registry will work properly with the Koop CLI.
