Make it easier to build and install without the variance plugin #92

For those who want to just try this out and don't need the stdev and var statistics calculations, provide some sort of build property to not build and install the plugin.

The main issue with building the plugin is when running on windows so I just changed the build to not build or install the plugin if the OS is windows.
