Adding a layer as a service is broken #204

If I try and "Add" a layer via the Add button I get the following:

To Reproduce Steps to reproduce the behavior:

  1. Click "Add" on any layer
  2. Layer gets added to Layers with an exclamation mark
  3. No data added to the map

Expected behavior The layer should get added to the map

I am also experiencing this with some layers. Not all though.

wmts service is returning 404s for these datasets

@craigds CAn you see any reason why these WMTS URLs might be returning 404s?

@nyalldawson We have looked at this for a while, and it looks like some layers have "data.linz.govt.nz" in the failing URL when the layers are not published by LINZ. Can you have another look at this?

Can you advise on what the correct process is for building the WMTS url?

We have hardcoded data.linz.govt.nz into our WMTS requests. Which variable is the above code should we use to replace the LINZ URL?

for 'LCDB v5.0 - Land Cover Database version 5.0, Mainland, New Zealand', Remove "url=https://data.linz.govt.nz" and replace with "url=????"
