Now can CRUD Bills (and fix some #2 bugs at the same time)

When I add new line during bill creation, I have an error if the line has no category.

And there is no way to edit line, just remove and add new to replace it.

Yep, I know for line editing. That's a first draft so not perfect, enough to prove the concept. Everything is still cranky when everything is not filled. As I said last week, I am trying to prove the concept and bulletproof everything later.
