Game is Tony Hawk Pro Skater 2, it does this sometimes when switching tabs. This is done on a chromebook, and I don't know if it is only this game only

Ah. you have uncovered an undocumented feature that I sometimes use to investigate the video ram. This is done via the key press ctrl + [1-5]. pressing ctrl + 1 should get you back to the normal display.
