How to build the etcd-manager(docker image) to support me-south-1 of aws region #287

me-south-1 is aws new region I use kops to deploy k8s in me-south-1 but etcd-manager return error: me-south-1 is invalid region I watch the pull request, and find the code to support me-south-1, had upload in 8 days ago how to build it and use it to support my deploy
