Provide MWE to JDK-8251892 #480

https://bugs.openjdk.java.net/browse/JDK-8251892 was closed without any change. The maintainers could not reproduce our issue.

I think, it is because of a missing minimal working example. We should create a minimal jlink-packaged app to demonstrate the issue.

We have a (working) workaround in place. Thus, we should focus on other issues.
