Clearcasting has a chance to proc off every tick of Arcane Missles (38700) and this works like intended, but every tick of Arcane Missiles consumes the proc aswel. This should not happen.

I also seem to be getting a lot less than 10% procs on my Arcane Missiles (tooltip). I'd say the proc chance is closer to 1% than to 10%, but this is impossible to test without a giant sample of a sandbox testing. Testing with Scorch yielded a much higher procrate.
