Many of the items that the Winter Veil vendors are supposed to carry, like Recipe: Hot Apple Cider (http://wowwiki.wikia.com/wiki/Recipe:_Hot_Apple_Cider), are missing. According to the wiki, it was added in patch 2.3.0. That also includes the Sparkling Apple Cider (http://www.wowhead.com/item=34412/sparkling-apple-cider) used to create it.
