In Searing Gorge the Kalaran Windblade grants you this quest in a chain of quests ( the previous being "The Flames Casing") and instructs you to pick up the torch. The torch is supposed to be on the ground in front his squire Maltrake after a green glow appears in front of him. The glow doesn't happen and the torch isn't there. I abandoned it once to tried again but it didn't appear the second time either.
