7 years ago i just today found Vhel'kur as he is pathing along the ground.... typically found on reatail pathing up in the air and you would have to stand atop the highest peak and pull him down to you. also he is visible with out the spektreckle goggles that should be required to see him

after pathing along the areas where the npc was to spawn, i was unable to find it to kill it and completed the quest. either its not spawned or just not working correctly with the "spectreckles" item to see him
