adding NETUPVIM_DOWNLOAD_TIMEOUT (environment variable)

@kkdd Why did you need to configure it by environment variable?

DownloadTimeout is configurable by the file already.

Of course there are some configuraitons which refer env (NETUPVIM_GITHUB_TOKEN and so) Those should be highly confidential.

So I want to know your reason.

Ah, there are no document for contiguring DownloadTimeout...

download timeout can be configured by download_timeout now.
