OpenBible Issue Board has 4 Pipelines: New, Delivery, Refinery and Closed.
All new issues are in New.
A project manager is responsible for setting Labels, creating Epics, Milestones, assigning Users, etc.
When users are assigned, they can pick their tasks from New and do the work.
When a task is done, a user should put Issue to Delivery for review, where QA member will pick it up. After a review is done, QA member will put Issue either in Refinery (with review comment) or into Closed. If the task is in Refinery, an assigned user can pick the task from Refinery and when done with refinements, put it back to delivery, where QA member will review refinements again, etc.
