Required version of Mapnik #147

Does Kosmtik work with Mapnik 3.0.9 (which is the version in Ubuntu 16.04)?

Kosmtik, being NodeJS, will pull a binary of Mapnik inside it's node_modules, without needing Mapnik to be installed in the system.
