Add Governance doc #3

Write path(s) which will be affected by this Pull Request.

Justify your changes or addition. In this document, we list down the different roles of KOSS members. We draw the hierarchy of KOSS and detailed role descriptions. We also write guidelines for each role which are can be treated as the "words of wisdom" by people who have been in the role previously.

Why do you think it should be documented? Governance is a very important structure which makes the job relatively easy for a lot of people. Weak governance structure often causes distress to people who need recognition for what they do (mostly young people in college). And we think there is nothing wrong in giving recognition in exchange for positive value for everyone. Hence, we define the structure and write them in the doc.

Like all other docs, this one should also be constantly questioned and updated frequently.

Please review the doc. Also, look into the "Guidelines" section and comment anything which you think should be written here.
