Update KWoC Guidelines - Githubissues

Remove links to archived kwoc-bugs repo.
Add project approval guidelines.
Add/update KWoC website archival guidelines.
- kwoc archives are branches in the frontend repo.
- these branches are deployed on netlify. (vercel has a limitation on the number of branches
- kwocxx.kossiitkgp.org will be the domain for each archive.
- kwoc.kossiitkgp.org will point to the previous KWoC's archive after it ends and before the next KWoC's website is deployed.
Add mentor and student manuals in markdown format? (To be used for content only, the content can then be converted into a doc or pdf for circulation)
Emailing guidelines, timeline, and mailing scripts.
