Close Registration #139

The following changes have been implemented:

Updated generate_statistics.py to take in new files and generate stats.
Reverted dashboard.html to display stats.
Updated README.md with instructions.
Update projects tags and page.
Delete repos.txt since we directly get project repos from the CSV.
Multiple changes in app.py to close registration and more.
A new registration page that says, registration closed.

and other minor changes.
