add script for sending end eval mails #201

ping @americast .

use this script to send mail to students with their unique links for end eval submission.

Instead of adding this as a new script, I'll copy the contents and send the mail once we have to.

@thealphadollar We need to send the students their respective hashed keys for end eval. So it won't be the same email for everyone. Secondly as @americast stated, we can't send more than 25 mails at once from kossiitkgp.in email, however it is 500 for the google group - which we don't have to use.

@thealphadollar Its the same(similar) not much diff. Also, its best to have a separate file - that has been reviewed. Like KWoC '19 instead of KWoC '18. :stuck_out_tongue:

Plus - good to have records :yum: Also, the no of recipients is ~175~ 173.
