APM Planner "upload succeeded, but verify failed" #350

What steps will reproduce the problem?
1. Upgrade APM Planner to 0.4.36
2. Use built in upload tool to program APM or APM X-Plane
3. Attempt to connect to APM via serial termial

What is the expected output? What do you see instead?
Initialization sequence or interactive setup mode

What version of the product are you using? On what operating system?
Windows 7 x64 SP1. APM PLanner 0.3.36

Please provide any additional information below.
Upload is successful via Arduino 0022 with APM 2.12
Upload is said to be successful via APM Planner but verification and 
initialization fails.

can iget more detials on your hardware version and any other facts that may help

this is fixed in 0.4.37
