Concerto R package not installing in R for Windows #67

Running Windows Server 2012 R2 here, as we have no Linux experience. We are 
running this all on a single Windows Server hosted in Windows Azure.

What steps will reproduce the problem?
1. Downloaded concerto_platform_v4.0.0.beta8.zip from the website 
(https://code.google.com/p/concerto-platform/downloads/list) and unzipped to 
the c:\inetpub\wwwroot\ folder and configured the settings.php file as per 
instructions. Settings file is attached. The Website for this works see

2. We have installed R For Windows v3.1.2 from (http://cran.r-project.org/)

3. Trying to install the concerto package for R but no luck. We have copied the 
concerto library from the package above in step 1 
(concerto_platform_v4.0.0.beta8.zip) (C:\inetpub\wwwroot\lib\R\concerto) we 
copied this across to (C:\Program Files\R\R-3.1.2\library) and then tried to 
run install.packages("concerto") from within the R for Windows GUI, but this 
didn't work. 

We are stuck - I hope this is enough information.

Concerto v4 doesn't support Windows.
Early version of Concerto v5 that fully supports Windows should be made 
available next week. I will update this issue report when it's released.
