Is the following car controlled by user or autonomously following the moving objects? #10

I'm unsure of whether this is a published topic cmd_vel to drive the car autonomously following the moving object, or is there a way to follow?

In the experiment both cars were driven by hand. It was done like this so the movement of cars is independent, which is important since the goal of this project is to provide accurate tracking.
