Language just does not seem to switch if the app was launched without elevation, and the currently selected window does actually have one. This is true for both, messaging and input simulation types of switching.

It does seem impossible to run the application as is, without a UAC prompt at startup, every time. The possible solution is to split or completely transform the app into a Windows Service which must be set up properly at the installation stage. This way, it could be run without UAC even at Windows startup.

Investigation is to follow.
