Easy to forget to add tag #37

Steps to reproduce:

  1. Start to add a new pattern in https://circle.pytorch.org/add-pattern.html
  2. Type "flaky" in "Tags:"
  3. Don't press Add
  4. Submit the pattern

Expected result: I am labeled with flaky tag. Or maybe the form complains that I haven't added the tag yet

Actual result: It forgets the thing I wrote in the text box
