Travis CI sends too many Slack notifications #72

Ideally, it'd either only print messages on success if that success status was new, (previous builds had failed) or just not print success messages at all.

@Propose adding on_success: change configuration to always send messages when the build status changes back to on_success, but not on subsequent on_success builds. This will keep us informed about the status of things without driving us bonkers.
