Clarification of GPL version #79

I'm trying to package this plasmoid and have wondered whether I should use GPL-2.0-only or GPL-2.0-or-later as SPDX identifier. The license alone doesn't tell me that, because it's the same for both. The only difference are the file headers, but there aren't any.

In Mageia we use the «or later» identifier (GPLv2+).
