Issue summary:
When creating custom alerts, if you try to segment a particular set of traffic
using the "custom segment" option, not all segments that have been defined are
available. More info on the Google groups thread below.

Steps to reproduce issue:
1. Attempt to create a custom alert under ADMIN
2. Attempt to set the alert conditions to apply to a "custom segment". You will
see that not all custom segments show up in the list.
Expected output:
I expect to see all custom segments defined.
Actual results:
Only get some segments. Apparently, older segments are compatible with custom
alerts and the new segment styles or anything created now will not show up in
custom alerts.
